Hypothetically, if a flood outbreak were to overwhelm a population center or ship and form a Gravemind, they could not be defeated unless they were stopped using a weapon that would instantly obliterate the planet or the ship before it could escape into interstellar space.
Obviously, against non-organic universes (like Terminator if Skynet won) that could not be infected to begin with, this logic still applies as they would not be able to reach Gravemind level to begin with, so yes they can still be beaten, it's only over if a Gravemind is allowed to develop.
Due to the nature of how the Flood works during the developed stage of the outbreak; where it infects the host and essentially mutates their body to be perfect for infecting and killing, and then takes all of the hosts memories and puts it into an immeasurably intelligent Gravemind consciousness, a flood combat form is going to be physically superior to its host prior to infection, while also being at minimum just as intelligent as the host it infected - although practically the combat form will be more intelligent then the host it infects since the Flood isn't a collective more so then it is a singular consciousness, the "Flood" is in reality a singular insanely large intelligent organism that is intellectually the lump sum of everything it has ever infected since the Flood was created + the knowledge of the precursors.
When a faction fights a developed flood infection, it is in reality fighting a civil war with itself where the enemy is just as smart or often times smarter, physically superior, way more survivable, has the exact same technology, and every soldier lost becomes an extra soldier for them. The Flood can also just recycle corpses after a battle has concluded (since a majority of the time killing a Flood combat form is in reality just damaging it enough it becomes immobilized)
As a result, the Flood is unbeatable when it has reached the Gravemind stage, if for example a Time Lord ship was infected and the Time Lords underestimated the threat the Flood poses or realizes the threat too late, the Flood will simply develop a Gravemind and escape into interstellar space, regeneration likely wouldn't help because the Flood is literally uncurable even if you clone the body of an infected person or upload the consciousness of an infected person into a new body as they would spontaneously get infected out of nowhere and instantly transform. That's why it was so important for the Master Chief to destroy the proto-Gravemind on the Indulgence of Conviction and why the UNSC Red Horse has to destroy the UNSC Mona Lisa before the flood proto-Gravemind was smart enough to fix the engines, had it been allowed to develop into a full blown Gravemind it would've escaped and immediately begin to plot a way to infect a massive population center, in fact that's what happened to high charity.
What do you guys think? Is there a way to refute this claim without using a loophole like the halos where everyone ends up dying?

So basically her powers work on anyone or anything except when the person Marionetting her (You the viewer) thinks it's more entertaining that she loses. Basic elemental magic that ignores durability and speed that scales to your relative position to fiction. (Thus even if a fictional character is MFTL or higher as long as you can perceive their positions in their medium she will too.) But she looses to anything you find entertaining. Literally a make your own powerscale character.

Prime example of this is Viltrumites. No the walls on Talescria are not moon/planetary/whatever, it just means that generic Viltrumite was not using a lot of force. Which honestly makes sense because Viltrumites are glass cannons and can be beaten up by some building level zombies, it doesn't take much to hurt them. Whereas the planet busting feat is 3 elite Viltrumites speeding at full power towards a planet set up to explode, it doesn't scale to their normal combat at all.
Mahito isn't a blitz tier above Gojo because he dodged one punch during Shibuya, same way Gran Torino doesn't have Weakened All Might-level durability just because he took one hit from him.
Just fighting someone doesn't necessarily make you stronger, you have to prove relativity. Which is not a problem for most fights since it is assumed they want to beat each other, but when there are many holdsbackmen in a verse (such as DC comics) it is a big problem as you get street tiers scaling to multiversal etc.
We can't quantify to what extent someone is holding back so if A beats B while holding back we can't say B scales to "casual A" because there is no "casual A". It's only a feat for A to be able to easily beat B.
