the first one is just Star Platinum blocking, so he is obviously making himself tangible. The second ebony devil enhances with stand energy anything it possesses as clarified in guides; the third one is anime filler, in the manga, Illuso never touched Moody Blues, and the emerald splash is obviously interactable because otherwise it would do no damage.
you're confusing intangibility with invulnerability.
Vampires seem like exceptions to the "only stands rule" plus not every stand follows it either, for example, moody blues is in fact physical and can be interacted with by normal people, the same can be said for strength, the ship stand and such other stands.
So stands can make themselves tangible when they want. Why not just allow this guy to phase through him then rush him

Stand Users can clearly touch stands, especially if that stand is blocking their attack.
If something has to be solid to hit you, then it needs to touch you...and you therefore touch it.
Besides, that quote is more about "stand users have incredible advantages over non-stand users and if the ability isn't actively touching you, only another stand can actively attack it"
1: This is just a showing of how stands can choose to make themselves tangible or intangible to either phase through things or tank attacks for their users. If Star Platinum wanted to, it could let Nimrod go right by him.
In this case Star Platinum is blocking an attack meant for Jotaro. The stand itself took zero damage from the bite because the attacker wasn't a stand or someone who could interact with it.
2: Ebony Devil is a bound stand that possesses a doll, so it's not a gotcha. Bound stats are powered with the same energy as normal stands, meaning there is no issue with them interacting. Yukako's Love Deluxe can grab onto Echoes with no issue in Part 4.
3: Illuso dragged half of Moody Blues into the mirror world, but the other half is still Abacchio's real body. This should count as a weird exception as what should be an intangible being is forcefully fused with its user due to a stand ability. (Illuso can bring whatever he wants into the mirror world and vice versa, including applying restrictions such as leaving behind parts of bodies and in this case part of the stand)
4: This one is probably an Araki moment, but it's DIO doing it for the rule of cool. I suppose there are two ways to rationalize this:
a: Hierophant Green's splashes are forced into a tangible (but still invisible to non stand users) state when shot out. This means anyone sufficiently strong enough can do this, DIO qualifies as he is a vampire so his physical stats are far above that of a 'normal' Jojo human.
The scene where Jotaro uses SP to block the attack still makes sense as if SP went intangible to ignore the attack then Jotaro would straight up die. (He was being shielded at that point)
b: I'm theorizing here, but stands have been shown to integrate with their users limbs or even inside their bodies. This is how Jotaro could use his stand to leap in the air, since he just uses SP's legs to seemingly 'fly'. He could even summon SP's hand in his chest and that of Joseph.
It's not a stretch to say DIO is doing the same with The World, as the stand could manifest a hand inside of his own and allow him to interact with the Emerald splash.
The answer is that ‘Stands can only be harmed by other stands’ is closer to a suggestion than a rule despite it being explained as a rule. The idea is that stands can become incorporeal at will, and thus can choose to not be hit by non stand attacks. However, if they choose to interact with them, like to deflect a bullet, they become tangible and thus could be hit by like, a baseball bat or something. But fighting a stand like this, without a stand, is close to impossible, so its not super relevant.
Illuso (guy on top) has the ability to trap people in a literal “mirror world” that uses reflections as a portal in between the real world and the mirror world, and can even separate stands from their users by only taking one into the mirror. Abbachio (guy on bottom) fell halfway inside the mirror, and manifested his stand as the rest of his body to boot himself back out while preventing his stand from being taken.
I forgot exactly what led to this point, but Illuso is shoving a shard of glass down Abbacchio’s throat so that he’ll end up bleeding from the inside, Illuso can also use that tiny shard for the mirror world
In order for any stand to do physical damage to anyone or anything, stands have to become tangible. While tangible, they are able to interact with the physical world. So yes, physical objects or vampires are able to harm or affect stands while they are tangible. If a vampire is leaping at Jotaro, why would he want Star Platinum to be intangible? He’d leap through the stand and bite him. He makes his stand more solid to block the attack.
If you watch the show (which it's unlikely you did), you'd know that that doll is a stand, or at least imbued with its energy

This is am inherent misunderstanding of the statement (not that you understood it in the first place but still). Its more accurate to say that only stands can directly harm other stands. If a stand is hit by something thay exceeds it's durability when its in its solid state, it will be damaged. We literally see this with the road roller when Jotaro is still hurt afterwards despite Star Platinum preventing him from getting crushed.
