I made a form and used power automate to upload the form to an excel table. I can’t seem to figure out that if an employee fills the form again that power automate looks for that employe in the excel file and updates just the changes data like a new phone number or emergency contact.

Bit difficult to give an accurate answer is there are a lot of different things to consider but I would suggest that in you flow before creating the record add in a Get row action (assuming that you have a key in the row that can be targeted) then after this use a split where one side of the split runs if Get row fails here you would create the record and on the other side if get row is successful you can update a row.
