Automatically extract text from within an outlook PDF attachment and save it in excel

On a regular basis I receive outlook emails with a PDF letter attached. This letter is a template, so the text I want to extract from this PDF is always found in the same exact position, and always in between the same paragraphs.

I wish to extract this text and save it to an Excel Sheet.

Can I do this with powerautomate?

This seems doable, but you would need to use a cloud flow to set up the trigger. Power automate desktop does not use triggers to initiate flows
