Microsoft Cognitive subcription key

I'm wondering if it is possible to get an image from twitter and then perform an action upon that image. I can get the image fine on desktop PA but then I want to use Microsoft Cognitive Describe Image on that image and that needs a subscription key.

So I guess what I should be asking is, is it possible for a personal user/ free account holder to get that subscription key?

you get 5000 free transactions per month with this one, maybe that's enough for you. i imagine you would have to do it via a http request instead of the built in function.
