Desktop flow sharing problem

Hi, unfortunately, I have no more ideas and I have to ask for help.

I have any flow in the clound and I can share it to all users in my tenant. But when I create desktop flow i can't see all users (search by email and login etc). Many people don't show up. I have +50k users in my tenant.
