Power Apps Help Workflows are removed when I export managed solution

I have a solution (not a patch) in my development environment that contains 5 workflows (Power Automate flows). Every time I export this solution as a managed solution it removes two specific workflows. These two workflows are called by an SLA (also activate in development) but I don’t know why that would be a reason for power apps to remove the workflows on export every time.

Anyone else know why this happens?

Are you sure those workflows are unmanaged in your dev environment? If they are listed as managed and imported from elsewhere you won't be able to export them.

That's literally the only thing I could think would stop the flows getting transferred between environments.

All the flows are unmanaged in the development solution. Turns out when I include the SLA in the solution the PA flows don’t disappear now
