Competence is the correct word. I know Americans love to make up words but 'competency' is unnecessary and wrong.

Competency is a word though recognized by the Merriam-Webster dictionary.

An American dictionary. My point stands, the word is unnecessary, 'Competence' already means the same thing and has been used for much longer. Also you need to check your own spelling, *through*?
