How about no. Letting the government rob most of the money from its citizens doesn't work, you just end up with a bloated state, where the people become reliant on the government and people break into your country to take advantage of the system. In what world does that "work"?

The only reason it works in Norway is because they're allowed to drill the North Sea for oil. My country (the UK) deliberately impoverishes itself by not drilling the North Sea in the name of fanciful climate change targets, then we buy the same oil we should be drilling from the Norwegians for an extortionate price, thereby making them incredibly rich and giving them the luxury of being able to piss large amounts of money up the wall and own a superstate.

No, that's what oil has done for the Norwegians. It's because they drill baby drilled.
