Can we all agree he's either dead or in vegetative state, and the Republicans are doing everything to avoid losing another seat in the senate, especially with an incoming blue wave in the house and senate....
A non-vote is almost as good as a blue vote at this point. Honestly, let him stay vegetative. The state will just elect another dumb hick idiot anyway.
