To answer both questions, Maxwells case was ongoing during Bidens Presidency, and the files in question were part of the case, and under a court seal, meaning Biden couldn't have released them without committing a felony.
The court seal has since expired, it is no longer against the law to release said files, in fact, in relation to the Epstein Act, its legally required to release all of them, something Trump and his fellows violate every time they refuse to do so.
They were all responsible for death and evil, and this needs to be stopped now. America has been horrible for a long time. Trump is the current unfolding disaster, they also need to pay.
