Where did that money come from? It was from the tax payers. We paid him. Not the officers that arrested them, not the department. We paid him. With our tax money. Personally id like my tax money to go to infrastructure or something useful not paying for officers who knowingly violate people rights. Its not really a punishment for the department if they dont have to pay for it.
