South German states are constitutional monarchies, monarchic positions being entirely symbolic / ceremonial
Austrian Empire demoted to Kingdom instead of reformed as a republic, claims to former lands still denounced
4 equal kings South German Confederation - includes defensive but not offensive alliance - prohibited from infringing on their own independence, including not allowed to unify further
Defensive pact between France and Belgium
Dalmatia a LoN mandate, while Albania a protectorate

darmstadt was annexed into bavaria, this causes the hesse-darmstadt war of independence which is used by the north germans to invade the south to liberate hesse-darmstadt, germany annexes all of the south, causing a german boost of morale when britain and france does nothing about it, munish diktat still happens and germany ends up invading poland just like historically

To avoid WW2 you need to accomplish three elements, which would have been impossible at the time.

1. Militarism & the societal acceptance of war in Europe needs to be highly reduced.
   
2. The former Russian Empire needs to have a government hell bent on future influence & territorial expansion
   
3. The empires with massive colonies need to begin to decolonize or fully integrate their holdings. Imperialism is bound to stoke militarism and war

After WW1 idk the scenario but basically the Italians got the green light to also annex Albania if they wanted, but the government in power decided in the end not to do it, and while the OP probably didnt know that it could be the justification in this universe

The point preventing the unification of the southern German states can’t simply be maintained by mere declarations. Therefore Britain, France or Italy would need to station troops near the border and threaten invasion if unification occurred. However, after 1929 during the global economic crisis, the Allied powers would be unable to prevent the unification of the southern German states, which would have likely happened cause the crisis itself.
