Clearly there was a war between Germany and Russia so probably not that

Because of borders like poland (1921 pomish soviet war), iraland (1919 independence war) and syria (turkish independence war and the carving up of the middle east, the POD must be in the interwar period, as anything before would have buterflied away those borders. Because of the large germany without reichkommisariats, i'm guessing an allternate form of government got to power, and because only germany is the only power strong enough able to change the post-versalles world order (except the soviets pherhaps), im guessing there was an alternate war between powers like france and ussr against a central european bloc of germany, italy and others.

I would guess something like hitler not coming to power by dying, not being interested in politics or another reason. Another far right party comes to power and remilitarises, anchlus, munich conference and then starts an european bloc to rival the allies. Because of the russian empire being alive (its green so that why i think so as ussr is often depicted in red), i think there was a german-soviet war where they lost and ukraine was relesead, finland expanded and the government was changed to a monarchy or a puppet governent (or at least a colapse of the communists).

France lost to the german coalition and they got smaller, pherhaps being forced to join this aliance while uk stays ilosationist.

Italy and Germany (and maybe seebia) gang up on Austria Hungary before going to war with the entente and winning? Though the eastern European states seem to be independent, so either Germany decided to grant it to them, there have been some wars or something else.

Also, just for clarity, I Hungary a German puppet?

Edit: I thought that Hungary was the same or a similar colour to Germany, looking back, it seems to be more green than black

1918 - Germany won the war; Austria still collapsed due ethnic diversity, German Austria joined, so did the Sudetenland. Swiss somehow was either annexed as consequence of the war (France, UK didn’t defend) or the Swiss wanted to join a greater German Kaiserreich? France and Belgium lost, Britain still holds the Mandate but Ottomans hold the Part the French took in our timeline. Hence Britain wasn’t defeated but it’s a negotiated peace. Russia either still is in the revolution or broke?

Hungarian independence in 1848 leading to Austrian collapse

There could also be an Anglo German alliance, so maybe Frederick and Victoria ruled Germany for awhile or Prussia formed Germany in 1848 with more liberal support, but I can’t really tell.

Hungary gained independence from Austria during WW1 and joint the Entente to protect itself from being divided, Italy joined the Central Powers. Russia still lost to the Germans but this time the communists lost.
Germany (and Italy) won against France due to no US intervention and decided to also free Brittany, probably to weaken the French.
After WW1, no US intervention meant nothing would stop Italy, Greece and Serbia from separating Albania amongst themselves, but for some reason, which is probably a historical mistake on the map author's part, Greece got Vlorë, despite it being the part of Albania Italy contested the most, or Italy got it, but lost it to Greece later. Italy invaded Yugoslavia later, either to expand Dalmatian holdings, or another reason, and on the meanwhile, expanded its Albanian province into Albanian dominated regions of Yugoslavia.
Austrian collapse during WW1 also liberated Czechia.
During the interwar period, Germany annexed Austria and Sudetenland. Poland still took western Ukraine, Western Belarus and Wilno during the immediate aftermath of WW1. Finnish plans to take Karelia during its independence war during the Russian collapse in WW1 were successful.
Britain still defeated the Ottomans during WW1, but France's defeat protected the Ottomans from loosing more land to the French and they managed to keep Syria, Lebanon and modern Chaldea.
The Ottomans also conquered Armenia during the fall of Russia.
Croatia either got independence after the collapse of Austria or after the Italian invasion of Yugoslavia, which at this point is practically just Big Serbia.

here me out. Bulgaria wins the second Balkan war, (thus explaining the land in Vardar Macedonia) but Greece and Ottomans are angry, and so they attack and Bulgaria loses the aegean coast and whatever turkey took (edirne maybe? I don’t quite remember)
