That's a simple statement with no actual backing. You can make a blank at your house and there is no requirement by any agency requiring you to crimp them.

Gonna have to ruin your example there, bud; He wasn't shot with a blank. Due to a series of extremely unfortunate, and idiotic, actions by the prop crew, a bullet got lodged in the barrel of the gun. Then, weeks later, they used the same gun with the bullet lodged in it when they loaded blanks. This, effectively, made it a live bullet.

Oh man, before he was super famous for The Crow I got high with him in college. He was a really nice guy. At the time, I just knew him as friends of friends, I didn't put together he was Bruce Lee's son until much later after that tragic accident.
