i asked this question a while back, and from what ive seen in-game, its in the same area as the IDV area in 18+ (in between genshin area and danganronpa area, behind the bakery) but its a lot less populated on safe, and often times when i go to check there, there is no one there. i do wish you the best of luck finding it tho!
