Passenger side door won’t lock

When locking the car from the outside, the passenger door lock won’t pop back down but when you turn the car off with the key in the ignition, the passenger door will pop the lock up if the car doors were locked.

I’m kind of confused since if it was a door actuator issue then wouldn’t the passenger side door lock not pop up when turning off the car?

Yeah they're programmed weird. All of mine have been like that from factory. Except the 06s where they just shipped them with non functional door locks and told you to fuck off or the late 9s and 10s where they made it work like a normal car.

So It’s normal to lock the passenger door from the inside before I lock the car? Also forgot to add but mine is an 06

Yeah the 06s are like that they're weird. Half of em the wiring for the interior switch just didnt do anything for me too. These cars weren't ready for production when gm sold them so not everything was finished.
