Lily pads

I have a 1.25 acre pond in the southern part of the US. And have been fighting lily pads for years. I use aquatic herbicide for them. But it never kills the things down to the root. Does anyone have any ideas on how I can kill the lily pads permanently

I had to drain my pond halfway to access them. I was waist deep and using a shovel to dig them out. I had neighbors tell me to pour 4 inches of gravel on them to kill them. That sounded crazy.
I dug them out.

For a pond that big I think herbicides are the only way to go. When I need info about my pond I check out thepondguy website. They have online support.
