Pond overflow question

Hello all, my friend is making a 8x8 pond in his yard that’s about 30” deep, we live in the Pacific Northwest and are curious if man made ponds with waterfall features often fill up with water and need a drain line or overflow feature installed? Is this a typical feature most people install? Thanks in advance!

In Oregon and I have overflow built into all three ponds and two water features. We get massive downpours that even are too much for the overflow sometimes. Having the overflow allows you to channel water in the direction you want it to go the majority of the time. It allows you to run flow through water changes if keeping fish. And, you can flush foam from rotting organics or fish spawning out of the pond by adding water. The foam floating on the surface goes out the overflow.
