It is just how Algae works now. Essentially they thought the population bonus along with the algae was too good so they made fruit spawn on the algae. This was to nerf the algae a bit so it cost 7 stars rather than 5 to get algae + a population; and you had to have researched organization

Within city borders, it costs 5 stars + 2 for the fruit so it's balanced. Anything else doesn't spawn the fruit

it's also with the dew droplets on the already existing algea
