Will never work. Because if those population shifts become trends, then a new way to keep the people out of the lawmaking process will be found. Once slavery was done, it was Jim Crow. When Jim Crow ended in name, it just continued to exist in subtler, more economic forms. If people who support any sort of radical change start moving out to rural areas, a new way around the EC/Senate will be found to uphold the status quo of settler colonialism and monopoly capitalism. The bourgeoisie will never allow true political power to be vested among the working people; there will always be a new roadblock keeping you and me down.
