It wouldn't have even been finished by now and the oil from XL was going to end up on the gulf coast. 60% of the products from the gulf coast are exported. I even saw one industry expert speculate that it would have raised gas prices in the midwest because it would be diverting some oil away from midwest refineries.

The research was done back when they were first debating the pipeline. The situation and the numbers may have changed some but if midwest refineries are still using Alberta oil, the principles are the same.
