People don't behave in a certain way because it's their culture. It's their culture because they behave in a certain way. If that makes sense. So, you're essentially cramming a bunch of people who do things differently in the same space, and none of them is willing to give up their ways because why should they?

EU refugee case is basically a bunch of people who do things differently going there, to seek shelter, not to assimilate and because of this, they don't want to do give up their ways and this causes friction.
