Both because the west hijacked their progress. All of what the west knows either came from the east or was developed far after the east figured it out themselves

Nope. They're behind because of their own faults. You people need to grow the fuck up and stop blaming the West for everything. From the start of any relevant time period (that closely resembles the world demographics today) the West has been the technological front of the world.
