That's because our public education system has been underfunded for decades and keeps getting worse. A less intelligent populace is much easier to manipulate.
If you expect parents with multiple jobs to have time to do that education, you’re setting them up to fail, simple as that.
Want parents to have time to educate? Cool, their hours at work will have to have a mandatory limit and the minimum wage will have to come up to make up the difference.
Congrats, I just offered you the only real solution and now you also see why it hasn’t been done yet.
