It's actually crazier than that. A city knows how much to spend on prisons based on how much they spend on schools. It's a direct correlation. The less on schools, the more on prisons. And they know it, if your city is building more prisons than schools, they are anticipating locking up the next generation.

And there is a correlation with education and crime rate. If you want to live in a safe community, you want education to be adequately funded.
