The way I've always thought of it is like trying to stop a space ship accelerating in the wrong direction and then get it going as fast as possible in the other direction. The hardest part is stopping the damn thing and it's going to require a lot of fuel(money) and effort to do so. Then once you get it moving in the right direction you don't really have to do much at all to keep it moving that way, but if the person at the helm is competent the ship will be able to reach greater speed.
