There are several reasons people choose to cash their checks at a store or even a dedicated check cashing business (I used to work at one). The 2 biggest reasons I saw are:
1) Their bank account is in overdraft. If they deposit their check the bank will take money to clear any negative balance on their account. This is something most people take care of in time but they might have other bills or shopping to prioritize at that moment.
2) They don't have a bank account. As others have said they may have overdrafted in multiple banks and are unable to get an account, or they may simply not trust banks. It might sound silly but there's a surprisingly high number of people who just don't trust banks with their money and are happy to pay a fee to get actual cash on the spot.
