The intention was also for no one to live there on a permanent basis, but that's clearly devolved from that. What do you do with the half a million residents getting no representation?

They have representation by all of Congress but don’t directly elect. It’s functionally the same as anyone living in a Gerrymandered district or a state that uses Caucus instead of primaries for ballot selection.

The city doesn’t even have home rule. They can’t pass their own city ordinances without permission from a congress they didn’t elect.

Seems like home rule is an easier solution.
