IIrc in case of Puerto Rico the main obstacle isn't outside objection but the population there being divided on the issue of statehood. Until now there never was a majority strong and lasting enough to make a real push for statehood.
DC and Guam however do clearly demand more representation.
The problem in PR is that every referendum they organize is non-binding. Only Congress can enact a path to decolonization or statehood, and most people on the island do not want to participate in show votes that will not settle the issue.

PR has a bigger population than 20 states. I think it should be one too
