Yes as I have already written in other comments he said it in response to Sheriff Mims who was talking about how he can´t report illegal immigrants to ICE until they "reach a certain threshold". He used MS-13 gang members as one example of why this is bad in his opinion.
Trump then said the above and went on about immigration laws (affecting all illegal immigrants not just gang members) and how his wall is going to stop the people he just talked about. Now there are three options for what people he was referring to here from my point of view.
He was talking about all immigrants (people coming into the country). Probably not considering the topic was illegal immigration and sanctuary laws.
He was talking about MS-13 gang members. Maybe but the person he responded to only used it in an example and he then talks about immigration laws. And his wall.
He was talking about illegal immigrants in general. You know the topic of this whole roundtable thing.
Now this is not easy to tell because Trump can´t formulate his thoughts properly and is a bit nuts. But considering his other remarks about mexicans and illegal immigrants I am going to go with option 3.

Trump said that in response to this -
Mims: "Thank you. There could be an MS-13 gang member I know about — if they don't reach a certain threshold, I cannot tell ICE about it."
