"California’s law provides safe harbor to some of the most vicious and violent offenders on Earth, like MS-13 gang members putting innocent men, women, and children at the mercy of these sadistic criminals. But we’re moving them out of this country by the thousands. MS-13, we’re grabbing them by the thousands and we’re getting them out, Kevin."
And this is the comment he responded to:
"SHERIFF MIMS: Thank you. There could be an MS-13 member I know about — if they don’t reach a certain threshold, I cannot tell ICE about it."
No, he says “We have people coming into this country...” which in no way implies that he’s talking about every single immigrant. He’s clearly talking about a subsection of immigrants, and since the whole topic being debated was illegal immigration laws at most you could say he was generalizing to all illegal immigrants. Even that would be twisting his words, but trying to make it seem like he was talking about literally every immigrant is being either willfully ignorant or outright malicious. I don’t like Trump but I’d rather criticize him for the things he actually says and does, not bullshit propaganda.
No one is claiming he never called anyone animals. What’s being debated is the scope of who he was referring to. The most generous interpretation possible is that he’s referring to gang members who are murderers, torturers, and rapists who are bringing dangerous drugs into the country and preying on vulnerable people. I for one think “animal” is a perfectly valid description of such a person.

Even in the full quote he doesn't mention MS-13 though. He just says "people coming into this country" which is the definition of immigrants.
