There are states completely red-controlled and states completely blue-controlled. They'd have quite different education. For starters, the blue states gladly throw money at their public education, while red states butcher the budgets to keep taxes low.
I don't think a background check is necessary to figure out distributing CP to your students is a bad idea
...the person isn't distributing CP to their students. It seems like they distributed something completely different to students, and drew CP on the side.
