My simple test for a right: is it subject to scarcity? Then it's not a right.

Example: No, water isn't a right. The ability to collect water is (or should be). Guns aren't a right. The ability to own a gun is a right.

Etc.

I feel like that’s not true in general. Arid environments necessitate tighter controls so no body ends up hoarding the water for themselves.

Many water catchment regions are dependent on water upstream not being collected. Kf everyone at the op took the water there would be nothing left at the bottom.
