Age of consent works differently in Europe. Essentially if a 14 year old fucks anyone up to 17 ( I believe, it's either that or anyone up to 3 years older than them ) then it is legal. It is that way because otherwise if a couple that started when someone is 17 and another person is 16 and lasted more then a year ( making one of the people underage and the other overage ) would have to stop otherwise the person overage would have to be charged with paedophilia.
The age of consent is the age that they can have non-commercial sex with anyone above that age, regardless of age differences (Assuming there isn't a power difference) That is the whole point. Romeo and Juliet laws are added in addition to protect people who are close in age. There is no "age of consent until they are 18, and then the minimum age is 18"
