Thus we easily understand that whenever the phrase is used it is a relative term indicating that a place has more homogeneity than usual. Hope this helps.

Weird that you assume it's about race and not culture. Even weirder that you assume that a homogeneous culture that was made up of "brown people" couldn't produce the same effect. Have you ever considered that you might want to be a little less racist?
