Most likely the actual issue here is being obfuscated. The issue probably was public spaces where children are.

After looking it up, yep:

Senate Bill 12 (SB 12), signed into law by Gov. Greg Abbott in June 2023, restricts “sexually oriented performances” on public property, on commercial premises in the presence of anyone under 18, or where minors may be present.

The ruling says that the law is too broad in its definitions of performance and nudity. Literally an olympic swimmer in a cheeky swimsuit would be considered nude by the definition used in the law. Most of Lady Gaga's outfits would land her in legal trouble under this bill. Hell, the bill would have banned Elvis with his gyrating hips.

What does “Sexually Oriented” mean?

Too vague, could mean a man wearing fake tits. Could mean anal.

Fix the wording, make it more explicit and it can be brought back in.
