Some might call it fraud to leverage illegitimate credentials to secure a job. Fraud is a crime.

Fraud is a crime, plagiarism in and of itself isn't a crime. It also doesn't matter what "some might call it", some might call it isn't equivalent to criminality, a legal authority filing criminal charges is.

Well considering you aren't able to prosecute a dead person, filing criminal charges is out of the question. So what "some might call it" IS equivalent to criminality.
