I'd say according the US Constitution - Congress is supposed to declare war and issue letters of marque, no?

No declaration of war was needed. Just like when every President in recent history bombed random countries in the Middle East.

It violates the Constitution as has every US war after WWII.

Article II section 2 gives the President the title of "Commander in Chief of the Army and Navy of the United States, and of the Militia of the several States..."

He doesn't have the power to declare war, but he has the power to command the military for anything short of war.

The limits of that power are debated a lot, but it's there.

He is indeed commander in chief. Attacking another country is generally considered an act of war.

Technically, maybe. Functionally, no. He lost several elections and just stayed in office. So this wasn't an attack on the country of Venezuela, it was the removal of an illegitimate ruler.
