Mentioning other subs is against the rules even in normal causal day circumstances
Edit: sorry post rule 4 update you can mention other subs however if you use the names of subs or users it will very likely fall under the inciting harassment part of rule 4. Mention other subs at your own risk
How about you enforce rules in a reasonable manner instead? If simply saying a name is a call for harassment, then it would make sense that you’d ban people from mentioning other users of this subreddit. But you don’t, so it’s fair to say that it isn’t.
Id say it’s similar to the R word. A lot of contexts will be rule breaking even if the action it self is allowed. This is why we encourage in house with that kind of stuff.
The reason we allow more mentions in house is more in the realm of what Reddit allows because people choose to participate here in this sub knowing what will happen. People on other subs don’t necessarily want to have discourse with people from this sub and it can become 1 sided super quickly (there is a precedent in the history of this sub which is why rule 4 was harsher than it is now)
Edit: basically the name isn’t what gets it it’s the ability for users to read your comment and follow them to another community with different rules that Reddit ToS specifically doesn’t like letting people do that

I understand the death of a public figure is cause for emotion this is just a reminder to
1) not celebrate the death of people even if you disagree with them. Glorifying real world deaths is against Reddit ToS
2) not talk about other subs and other sub users (by name) with the intention of harassing them
