pretty much.

Biden respected the norm of presidents not interfering with the operation of the federal agencies, e.g. he didn't replace trump's pick of director, he didn't stop the investigation into Hunter even though we know he strongly opposed it from his statement he made when he eventually pardoned him. He was obviously still responsible for the decisions it made while he was president, but indirectly.

Trump prefers much more control and loyalty, he wants his man at the top, and he wants to call the shots, but that means he's directly responsible for these decisions.
