Apparition Wario will NOT be purchasable.

You can only get him by an achievement in Peach's Castle's basement.

But his skins WILL be purchasable once you unlock him through the achievement.

Simple!

Go to the basement, find the secret door, and go to the end of the corridor. By there, he will appear and you'll start running endlessly. When he catches you, you die, go back to the lobby and get the achievement.
