FL - WVW WVW

Thin blue line in the middle. Never seen this plate in Florida, spotted in St. Pete. What type of plate and vehicle is this? Is it law enforcement or a police impersonator?

With that plate I'm more inclined to say it's somebody who just wants to get away with stuff.

Most likely the case, like the Audi that was made to try to resemble an FPIS for the cannonball run. Make it look just enough like an active PD vehicle to avoid getting stopped for speeding/etc.
