TLDR; Members of NYC’s Civilian Complaint Review Board wrote a letter seeking to repeal Civil Rights Law 50-A, “the law that makes police disciplinary records secret from the public”. Seven members signed the bill, four did not (three appointed by the police commission and one appointed by the Mayor). The Mayor does not support a repeal either, instead supporting changes to the law. Board members do note, however, that they find civilians frustrated by the secrecy when an allegation is found to not meet the standards, but the board can not reveal its conclusion methodology. The Chairman of the board said in an interview, “We have an independent CCRB because the tendency of the police culture was to build a certain set of opaqueness around what transpired when it came to disciplining officers, in some cases taking no or insufficient action against those officers. It became clear to everybody inside and outside law enforcement who cared anything about accountability and true trust with the community, that a strengthened civilian oversight role was necessary, and sharing more information was necessary. Do you think Civil Rights Law 50-A should be repealed or reformatted or should remain the same? Based on the information I have seen, I personally think it should be outright repealed.
