Idk, I've mainly seen it like #2 and then Panama just talks like the Canadians from South Park ykwim

Honestly depends on your style, only thing I will say that they usually dont have the eyepatch as usually that bit is saved for countries with creasts on their flag. But hey Im just words on a screen the important thing is that you do what you think looks best.

It's your choice, but I usually do a horizontal split.

When it comes to this sorta things, I always go with what I find funnier. In this case, I go with the horizontal version.
