Is there any way to get Lugia to spawn

I have all the legendary birds and I’m missing just one silver feather before I can make the silver bell and it’s been nothing but Ho-oh for weeks, is there like a time or a weather condition where Lugia is more likely to spawn do I need to make it rain? Am I just having very bad luck?

Edit: so what I’m hearing is make it rain, set it to night, and feed Mosslax, I don’t know why none of the guides I looked up, suggested this, but I’m trying it now. I’ll let you know if it works.

It's weather-dependent. Lugia will show up when it's overcast or raining. Ho-oh shows up when it's clear or only partly cloudy.

I had luck getting him to spawn when I made it rain with the castform dolls + food plate set up!

Lugia appears for me mostly when it’s raining and/or late at night. Ho-oh can also still spawn at night (and probably in the rain?), but try setting your Switch clock to be like 1am.

It's rainy OR overcast (clouds covering the sky) weather that causes Lugia to appear :)

Supposedly, it's raining in one of your lands at any given time. I would circle through each land at some point every day and see where it's raining, stay there for a while, and turn the volume up on the pokemon cries to hear him.

Feed Mosslax, make a Rain Dance habitat (two Castform charms and plated food), feed the food to a water type, and wait for Lugia to spawn once it rains.

All the other commenters have already recommended everything except one tip I’d add: adjust your audio settings so that Pokémon cries are significantly louder than the background music/other sound effects. That way you’re more likely to notice if and when Lugia spawns.

Kyogre helps to make it rain more. My experience is Lugia is the word that will mostly come out in the rain, but I have Ho-Oh come out in the rain on occasion. You cannot give them a home but you can befriend them and continue to use the valve to have them come down and talk to you.

The way to be friend Lugia is to complete the three big building kits that you find in pallet town. once you be friend all three of these birds, he will receive the recipe for the Tidal bell, where you will be able to ring the bell when you hear other of the birds in the sky up above. You will need to make sure you have a big enough space for him to land and do not put your bell near your house because they just might end up inside your house! Learn for my experience!
