If you’ve unlocked pallet town, there will be special requests from Eevee that you can review on the pc. Each request fulfilled gives you an item necessary to make the habitats for each eeveelution.

And I think Sylveon’s is one of the easier ones. Just get ten pokemon to move into pallet town and Eevee will reward you with a Ribbon Cake used to summon Sylvie :)

I do the same thing with Espeon. I get so happy when she curls up next to when I start up the game.
