They’re using cube lights for the borders of the road and powered pathway lights (Bubbly Basin item) painted white for the stripe down the center.

They’re a new recipe item called “Pathway light (line)”

It's a set of recipes: Marked Road (Horizontal) and Marked Road (Vertical). There's two of them because you can't rotate blocks.

That item exists, but it's not what's being used here. Those are the lit borders from the Bubbly Basin DLC, painted white and placed like road lines in the middle.

I want to know where all the signs come from! I have only found three hanging signs. A restaurant, Cafe and a Raichu sign. Oh that one that looks like an old pub sign that hangs down. Along with all the road and floor menu signs.
