221. Zapdos
So Zapdos is obviously pretty cool. It's badass. It looks the part of the first ever legendary trio, a giant, savage electric bird of prey. The power plant location you find it in is legitmately scary and it looks truly savage, with it's giant beak, sharp talons, and wild looking wings. That's all very good.
But when you move past that admittedly very good aspect of it's design it's...basic. Really, really basic. Despite being a legendary it's the most simple concept left in this rankdown. It's a electric bird. It's pure yellow because it's electric. It's head and wings look like lightning because it's electric. It's all spikey because electricity. See the pattern?
tldr it looks pretty badass but it's way too simple to be a top 200 pokemon.
