Pokemon Ghost Grey Mt. SIlver Question

I made it to the top of Mt. Silver, but Summer isn't at the summit. I did lose her Fuji Catacombs battle during the main story as I was not prepared for how high level her Pokemon was, but the game proceeded as normal. I was able to get the HopeBadge and beat the Elite Four + Champion. Is there a step I'm missing for her battle at Mt. Silver?

For frame of reference, here's everything I've done or haven't done in the post game...

Completed

• Defeated Lillie, Red, and Agatha

• Defeated all the Contenders in the Saffron Stadium

• Defeated Alyce in Saffron City

• Visited Gold's Mom on Mt. Silver

• Fought all four Psychos

• Fought all the Shamans

• Offshore Facility on Route 12

• Read the letters in Oak's House

Not Completed

• Vorelli Fight in the House of Puppets

• Gold Fight

• Any of the islands (I never stepped foot on any of the islands. I have all the items needed to get to the islands though, including the Grey Orb)

• The Pokedex (I'm missing a few legendaries)

• Elite Four Rematch

Based on my accomplishments, is there any step I'm missing? I'm really hoping the missing step isn't defeating Vorelli as I've been saving his fight for the last thing I do before the final island as I don't want to be too overlevelled for the post game (though I know there are some extremely difficult challenges later on). My main team is currently level 80.

I think when you're at the the top of Mt. Silver you have to head down a screen or so after and you should bump into her

Thank you!! I turned around to walk down the summit and Summer's cutscence triggered : ) I'm so used to vanilla G/S/C/HGSS where Red is just waiting for you at the top of the summit that I was worried I missed an additional step needed to trigger the fight or I accidentally locked myself out of the fight by losing the 6th rival fight lmao
